Help with attaching a book title to this illustration

Does anyone know the name of the book form which this illustration is?

The cliffs in the background look like St Margret's bay. It is unusual that an illustration would have been initialed and the initials don't look like they were added at a later date. I don't remember this scene in a Little Tim book.

He looks like a spiv, he has been caught picking pockets of the tipsy day outers on a pleasure trip to see the white cliffs of Dover from Margate. He should have stayed on the promenade. The cabin boy looking out of the window grassed him up and the captain has had to radio ashore for the police.
